As we have already mentioned in the news, State Duma plans to consider the bill to repeal "mobile slavery", which allow customers to not to change the mobile phone number when switching to another mobile operator. This happened today, November 23: the first reading of the bill was passed by the Parliament. The law will take effect in about a year - December 1, 2013 (if it is accepted in all three readings.) This bill does not simply allow Russian citizens to change operator while retaining the number, but also sets the value of this service - it should not exceed $ 100. It should be noted that in some countries the service MNP (mobile number portability) is already in force, but in Russia it has previously against mobile operators, considering that implementation costs are high and the demand - low.
